Having completed a Community Led Plan, the parishes of Uffington, Baulking and Woolstone agreed to develop jointly a Neighbourhood Plan which would enable residents to influence the future development of the three villages. It was expected that the Plan would take from two to three years to complete. At the September 2016 Woolstone Parish Meeting members voted to leave the planning process. The formal application for the redesignated area comprising only Uffington and Baulking parishes was approved by the VOWH in March 2017 (see item below for details).
When adopted, the Neighbourhood Plan will have legal status and must be considered when planning decisions are made.
There will be opportunities for all residents of both parishes to comment on the development of the Plan as it progresses and it will have to be approved via a local referendum before it is adopted. You will be invited to make your comments either:

The VWHDC has now confirmed that the Plan submitted on 25 October was valid and has started the next stage of the process.
The 6 week Consultation Period will run from 6 December 2018 to 24 January 2019 (the period has been extended by 1 week to allow for the Christmas and New Year holiday periods). Hard copies are available to view at St Mary’s Church, Ufington and at St Nicholas Church, Baulking during normal opening times. The documents are also available to view at Vale of White Horse District Council's office, 135 Eastern Avenue, Milton Park, Abingdon, OX14 4SB between 8.30am and 5pm Monday to Thursday and 8.30am and 4.30pm on Fridays.

The submission version of the Plan was approved by Uffington Parish Council and Baulking Parish Meeting on 23 October 2018 following approval by the Steering Group on 11 October 2018.
The Plan was submitted to the VWHDC on 25 October 2018. The VWHDC will arrange a further 6 week consultation prior to submitting the Plan to the Examiner.
Following changes made arising from the pre-submission consultation, the District Council, suggested that an independent Health Check should be carried out in order to cofirm that the Plan and supporting documents are in the best possible state for submission and meet all the necessary criteria.
The Health Check was carried out by our consultant during the period 18 September - 4 October. There were 10 recommendations all of which were readily implemented to create the final documents for internal approval.
Prior to submitting the Plan to the District Council a 6 week consulatation period from 7 May - 26 June was held which allowed parishioners and official bodies with an interest in the Plan Area to comment on the draft Plan.
A very successful consultation event was held on the evening of 14 November seeking views on the draft policies following the completion of the Lanscape Study and as we work towards the final draft of this Plan. A short report on the event and copies of all the documents used and discussed is here.
The 3rd Uffington, Baulking Neighbourhood Plan Consultation took place on Wednesday 21st June at the THMH. The slides are available here.
This was an opportunity for members of our community to look at how far we have come in the process, to ask questions and tell us what THEY think of the emerging Plan as we approach the final draft. In particular, it was the first oppotunity to discuss the DRAFT policies that are being proposed by the Focus Groups.

Following the HNA which identified a Housing Need of only 19 homes, the NPSG decided at its May meeting that no specific sites would be allocated in the Neighbourhood Plan. A Landscape Study has been initiated to identify the impact of building in different areas, rather than on specific sites, of the Plan area. The study has started and is now expected to be complete by the end of October (slipped from mid-September to allow more detail to be added to final report).
As part of the neighbourhood planning process we need to establish the numbers and types of houses required in future in our area. To do this a Housing Needs Assessment was initiated in January 2017 overseen by a consultant. A questionnaire was delivered to every household in the two parishes and replies made either on paper or electronically.
The results have now been fully analysed. Two reports are being released today, 23 May 2017. One covers the output from the questionnaires and the second the implications for local housing needs in our area over the Neighbourhood Plan period.

The revised area designation covering only Baulking and Uffington parishes, was approved by the VOWH on 9 March 2017. The designation letter and map are attached below. The revised Terms of Reference for the Steering Group have been approved by Uffington Parish Council and Baulking Parish Meeting.
